Foreign Office, April 12, 1906.

WITH reference to my telegram No. 34 of the 3rd March, 1905, with regard to Burmah-Yunnan Railway, please act in accordance with desire expressed by India Office, that, in view of the encouraging results of survey, the Chinese Government be approached for grant of concession for a railway to His Majesty's Government or to Government of India, with power to transfer management of line to a Company. The railway is to run from near Bhamo, on the Burmah frontier, to Tengyueh. If practicable, metre gauge may be preferred, so no mention should be made of the gauge in negotiations. Endeavour, if necessary, to obtain express sanction for a reconnaissance beyond Tengyueh, if you think the Chinese Government would not object, in order to ascertain whether the line could be extended to Talifu, and possibly to Yunnan-fu.

By mail a despatch from Government of India will be sent with the covering letter, which we have received from India Office.
